The Minister

Dr Justyne Caruana
The Hon. Dr Justyne Caruana is Malta’s Minister for
Education after having served as Minister for Gozo (2017-2019) and Junior
Minister for the Rights of Persons with Disabilities and Active Ageing
(2014-2017). During her 17 years in Parliament she chaired the Permanent
Committee for Gozo Affairs, the Permanent Committee for the Consideration of
Bills and was previously a Member of the Public Accounts Committee, Social
Affairs Committee and Family Affairs Committee. Until March 2013 Dr Caruana
shadowed the portfolio for Youth, Culture and Sports, for which areas she was
the Opposition’s spokesperson.
She was first elected to Parliament in 2003 and successively
in 2003, 2008, 2013 and 2017, always from her native Gozo constituency.
As head of the Maltese Parliament’s delegation to the Parliamentary
Assembly of the Mediterranean (PAM), she also served on the gender equality
task force and was rapporteur of the first committee on political affairs.
Dr Caruana was elected regional representative of the UK, British Isles
and Mediterranean Region on the Steering Committee of the Commonwealth Women
Parliamentarians and represented Malta on its Regional British Isles and
Mediterranean Steering Committee. In 2016 she was appointed ambassador
of the World Association of Women in Parliament.
A Lawyer by profession, Dr Justyne Caruana specialises in
family law, canon and civil litigation, and is an examiner at the University of
Malta and specialised supervisor of the Legal Clinic at the Faculty of Laws.
She is mother to Joséphine and Jean.
Dr Caruana has travelled widely for study, professional
legal work and Government and parliamentary purposes and participated in
various international fora.
